This rerun verified that the work_publish no-upstream branch support is already fully implemented and tested in the codebase.
butler/work_record_backend.py correctly handles the case where upstream is missing but origin exists by using git push -u origin HEAD.observe_work and finish_work correctly guide the user to work_publish when a branch can be published to origin without a pre-set upstream.tests/test_work_record_capability.py contains test cases for all these scenarios, including:
